I always use Zest car rental as their service is great and it has always stated that it includes Excess Protection. Luckily in over 23 years I have never suffered damage to the car but this time someone gave it a light scrape - must have been in a car park. I followed the process to submit all the information required for Excess claim when I returned home which did need a computer and scanner but I had excess refunded in less than a week. Excellent service.
